The chronicle of these events, which unfolded in the regional capital of Bukovina, was recorded and described with deep empathy and responsibility by Julius Weber, editor of the then Chernivtsi newspaper Czernowitzer Tagblatt.

The scale of World War I shook the entire world and shattered the old European ways of life. Amid major and minor battles and military operations, beyond the immediate participants—the soldiers—the burden of war fell heavily on civilians, who became hostages of the conflict. Austrian Chernivtsi was occupied three times by Russian forces, and the Russian military and civil administrations zealously sought to incorporate the city into the "Russian world."
